5.  DOWNTOWN RECONSTRUCTION PLAN (PAPDRP)

The Port au Prince Downtown Reconstruction Plan (PAPDRP) was prepared by the Prince of Wales Foundation for the Built Environment, with DPZ Architect & Planners, and Paul Crabtree Engineering.  The initial charrette was held in Port au Prince in January of 2011, and the final Plan Report issued in May of 2011.

 

"The Prince’s Foundation and DPZ team gathered suggestions and requests for how redevelopment and recovery should occur through a process of public consultation. This process spanned two preliminary visits, a scoping session, and a “charrette”- a workshop held from January 15 to January 25, that involved intense design work and simultaneous meetings with members of government, developers, residents and other stakeholders. An external team of specialists supported the Port-au-Prince charrette team remotely via the internet.. All the ideas that emerged during the process were collected into alternate redevelopment strategy scenarios. These were analyzed, designed in detail, and, with cost estimates, organized into a matrix to aid decision-making about implementation The report comprises a Master Plan that addresses infrastructure, parks and transportation, a design code, as well as plans for buildings such as ministries and cultural, religious, and educational institutions. It also recommends an implementation strategy with a phasing program, a proposed structure for a downtown redevelopment authority to provide oversight, and delivery models for the private realm."
